GPCO Monthly Status Report - April 1004
This is the first monthly status report of the activity of the GPCO =
State officers. In it, we will briefly outline the activities that have =
occurred in the previous month, and list the activities to accomplish in =
the next. I intend to send this out at the end of every month. =20
Please do not respond to this email! If you have a specific question =
stemming from this status report, email directly the officer responsible =
for the item.=20
April Activities
1) GPCO State Meeting / Nominating Convention - Held on April 24th, the =
party passed bylaw changes, discussed issues, nominated candidates for =
local and state offices, and selected the GPCO's Presidential slate =
(delegate representation). lannykness@comcast.net=20
2) Transition of Council Facilitator - Charlie Green has been working =
with Kent Holocomb to transition Facilitator duties from Lucy Almasy. =

3) Transition of GPCO Phone line - I have assumed the duty of monitoring =
the GPCO phone line. lannykness@comcast.net
4) Treasurer's Report - The quarterly financial report for the GPCO is =
available on the GPCO website at =

balance shown is $2,127.11. Brad Klafehn, bklafehn@mindspring.com=20
5) GPUS-CC Activities - The GPUS-CC has been busy discussing and =
ratifying the rules for the 2004 National Nominating Convention. These =
include whether or not there will be proxy voting, which will not be =
known until around 5/17. Charlie Green oldbogus@ris.net
6) Candidates - The required paperwork has been submitted for all =
candidates. Kent Holocomb has declined to run, and will concentrate on =
being the Facilitator.=20
7) Inactive Chapters - Per 3.1.1 of the GPCO Bylaws and my notes from =
the State Meeting, the La Plata County Greens, Royal Gorge Green Party, =
Southwest Greens, and Uncompahgre Valley Green Party chapters are =
inactive. They need to submit to Council a proposal for reinstatement =
per Bylaw 3.1.1.2. and Council Proposal 021-03 "Format be used by =

May Activities
1) Certification of Delgates: As co-chair, i will complete and send in =
the required paperwork to certify our delegates to the National =
Convention. This must be done by May 10th. lannykness@comcast.net
2) Delegate proposal: I will be submitting a Council proposal to include =
Tom Kelly as a delegate to the National Convention. The DGP delegation =
failed to submit his name during the State Meeting. Since we currently =
only have 11 delegates and alternates, i believe we should include =
Kelly. lannykness@comcast.net
3) Delegate allotment: I will be submitting a Council proposal that =
outlines rules for allocating national delegates to the Presidential =
candidates per the vote taken at the State nominating convention. This =
is required for 2 reasons: 1) rounding errors 2) What to do if we do not =
have 22 votes (delegates and proxies) at the National Convention. As =
part of this, i will also submit Council Proposal 003-04 "GPCO =
Presidential Nomination Procedure for 2004" and these "allocating =
national delegate" rules for inclusion in the GPCO Procedures and =

4) Bylaw Changes to State: Bruce McNaughton and i must submit our =
revised bylaws to the State by May 9th (per state law). =

5) State Meeting / Nominating Convention minutes - Bruce McNaughton will =
be completing the official minutes from the State meetings on April =
24th. These will be posted on the GPCO website when completed. Bruce =

6) State Meeting Platform Proposal Conference Call - I will be setting =
up a conference call for the Council to determine the sequence of events =
that occurred during presentaiton of the Platform proposal, to hear any =
grievances, and determine any actions. The ground rules need to be =
determined, but i intend that any registered Green may monitor the call. =

7) La Plata Reinstatement Proposal - Bob Culver will be submitting a =
proposal to Council to reinstate the La Plata Chapter. Bob Culver, =

8) Add new Council members - Charlie Green, Kent Holcomb, Dave Chandler, =
Jason Rosenholtz-Witt and i need to add to Council the new delegates =
from the Jefferson Greens and Greeley Green Party. =

9) GPUS Critique Proposal - Doug Malkan will be submitting to Council a =
critique on part of the GPUS Platform. If accepted, it will be passed on =
to the GPUS Platform committee, and upheld by our national delegates. =
Doug is involved with writting sections of the GPUS Platform. Doug =

10) Other reinstatement proposals for locals?
June Activities (A look forward)
1) Instructions to GPUS on submitting Presidential nomination - I will =
create and submit specific instructions on how to get the Presidential =
Nomination on the Colorado ballot. This includes the elector's sheet =
filled out at the Nominating Convention. lannykness@comcast.net
2) Instructions to delegates on GPUS Platform - The Council must =
instruct the national delegates whether to support or oppose the GPUS =
Platform. lannykness@comcast.net
3) Selection of a leader for GPCO national delegates - There may be =
requirements per GPUS that the GPCO delegation have a specific leader.=20
4) Review of GPUS Nominating Rules by national delegates - The GPCO =
needs to get to all national delegates a copy of the rules. This may be =
part of the delegate package from the GPUS. lannykness@comcast.net
Request of Locals
There are 2 points i would like all Locals to discuss in their next =
General meeting:
1) Per discussions at the State Meeting, the question of endorsing a =
candidate from another party was brought up, but not resolved. It was =
agreed during the discussion that the Locals should get the sense of =
their members on this issue. So i request that each Local discuss this =
issue at their next general meeting for later discussion by Council. The =
overall question is "Should the GPCO or one of its Locals be able to =
endorse a candidate of another party?" If you believe we should, what =
rules should govern endorsements?=20
2) At the State Nominating Convention, we placed on the ballot 6 =
candidates for office in Colorado. I believe that this vote must also be =
consider an offer of support to each of these candidates and their =
campaigns. Given this, i ask each Local to consider how they can help =
and support these candidates, especially the ones near them.
