GPCO Monthly Status Report - May 2004

This is the monthly status report of the activity of the GPCO State =
officers. In it, we will briefly outline the activities that have =
occurred in the previous month, and list the activities to accomplish in =
the next.=20

Please do not respond to this email on the GPCO Discuss list! If you =
have a specific question stemming from this status report, email =
directly the officer responsible for the item.=20

May Activities
---------------------

1) Certification of Delegates: The GPUS delegation application was =
emailed and mailed on May 10th meeting the deadline. =

2) Delegate proposal: Proposal 008-04 adding Tom Kelly as a delegate to =
the GPUS Convention was submitted and passed on May 7th, 2004. =

3) Bylaw Changes to State: Bruce McNaughton and i must submitted our =
revised bylaws to the State on May 7th. The updated bylaws are posted on =
the GPCO website. lannykness@comcast.net, Bruce McNaughton =

4) The Greeley Greens and the Jefferson Greens submitted their Council =
members. They are now active on Council. The Denver Greens added 2 =
additional Council members. lannykness@comcast.net, Charlie Green =

5) Adding more Greens to GPUS delegation: I submitted Proposal 011-04 to =
add 3 additional Greens to the GPUS delegation. This proposal is =
currently under consideration.=20

6) Per Proposals 009-04 and 010-04, the Southwest Greens and the Royal =
Gorge Greens have be re-activated. We now have 10 active locals. The =
Uncompaghre Greens will not be submitting a proposal for re-instatement. =

7) Treasurer's Report: Klafehn filed the GPCO's financial reports with =
the Colorado Secretary of State for the period 4/27-5/27/04.  Total =
funds on hand, $1,856.12. Brad Klafehn, bklafehn@mindspring.com

8) Voter Registration Drive: The GPCO and the DGP participated in a =
voter registration drive at the Art Institute of Colorado in May. =

9) GPCO Website: Green has been updating the GPCO website with bylaws, =
contact information, etc. Any other suggestions for the website should =

10) Voter Info to candidates: I provided to the campaigns registered =
voter information. This is from the "insightAmerica" cd. =

11) Instructions to GPUS on getting Presidential Nominee on the ballot: =
I provided to Greg Gerritt, the GPUS Secretary, instructions on how the =
GPUS can submit the Presidential Nominee to the Colorado SOS office. =

12) Local meetings: I attended the Poudre Valley, Jefferson Greens, and =
Denver Greens monthly meetings. I want to attend at least 1 meeting of =
every local this year. lannykness@comcast.net.

13) Council Proposals (See GPCO website for greater detail):

008-04 Add Tom Kelly as a delegate, passed
009-04 Re-activate the Royal Gorge Greens, passed
010-04 Re-activate the Southwest Greens, passed

14) Summary of activity on by GPUS-CC Reps (Per Green):

There are 7 proposals on the floor of the GPUS CC. Two are redundant due =
to a conflict regarding the Black Caucus approval. Most of them are =
routine proposals for the Nominating Convention since the GPUS hasn't =
had a procedure before. It is obvious that there is a serious conflict =
with the Party over the issue of Green candidate/no candidate/Nader =
endorsement.=20

The Bylaws, Rules, Policies, and Procedures (BRPP) committee has been =
busy lately as the committee struggles to introduce new policies, =
particularly involving the Nominating Convention. The Steering Committee =
is being reorganized and expanded; the repercussions are already being =
dealt with (before they occur) by our committee.

The GPUS is getting more involved in some form of IRV voting. We are =
introducing a form of choice voting (instead of straight IRV) which we =
hope will be accepted and become a Green standard; it isn't TOO complex =
but gives minority opinions/choices a much better representation. The CA =
Greens have used preference voting for years so naturally much of our =
model drew on their experiences.

June Activities
----------------------

1) GPUS Critique Proposal - Doug Malkan will be submitting to Council a =
critique on part of the GPUS Platform. If accepted, it will be passed on =
to the GPUS Platform committee, and upheld by our national delegates. =
Doug is involved with writing sections of the GPUS Platform. Doug =

2) Instructions to delegates on GPUS Platform - The Council must =
instruct the national delegates whether to support or oppose the GPUS =
Platform. lannykness@comcast.net

3) Selection of a leader for GPCO national delegates - The GPCO requires =
the selection of a Delegation Coordinator and the GPUS requires a =
Reporter and Assistant Reporter to be selected. The GPCO delegation must =
select these individuals. The Reporter and the Delegation Coordinator =

4) Delegate allotment: I will be submitting a Council proposal that =
outlines rules for allocating national delegates to the Presidential =
candidates per the vote taken at the State nominating convention. This =
is required for 2 reasons: 1) rounding errors 2) What to do if we do not =
have 22 votes (delegates and proxies) at the National Convention. As =
part of this, i will also submit Council Proposal 003-04 "GPCO =
Presidential Nomination Procedure for 2004" and these "allocating =
national delegate" rules for inclusion in the GPCO Procedures and =
Guidelines. lannykness@comcast.net

5) State Meeting / Nominating Convention minutes - Bruce McNaughton will =
be completing the official minutes from the State meetings on April =
24th. These will be posted on the GPCO website when completed. Bruce =

6) State Meeting Platform Proposal Conference Call - I will be setting =
up a conference call for the Council to determine the sequence of events =
that occurred during presentaiton of the Platform proposal, to hear any =
grievances, and determine any actions. The ground rules need to be =
determined, but i intend that any registered Green may monitor the call. =
We did not complete this in May because we lacked the minutes of the =

7) La Plata Reinstatement Proposal - Bob Culver will be submitting a =
proposal to Council to reinstate the La Plata Chapter. Bob Culver, =

8) Fundraising: The State officer need to better support Bruce Meyer's =
efforts on the 20/20/20000 fundraising drive.=20

9) GPUS Campaign donations: The State officers need to work with the =
candidates and the GPUS to maximize any funds that the GPUS can provided =
to our candidates. Kness will be investigating this avenue. The Kinsey =
campaign is already part of the program.=20

10) GPCO / Kinsey table at the GPUS Convention: The Kinsey campaign will =
be staffing a table at the GPUS convention. For information, contact =

July Activities (look ahead)

get Council's commitment to growing the party and the formation of a =
